New Two-Week Detention Period for Illegals Totally Inadequate, Says Fromm

PORT CREDIT, September 21, 2010. Legislative proposals announced today to require illegals who are part of mass smuggling operations to spend two weeks in custody before being given a detention hearing (instead of the present 48 hours) are "totally inadequate" Paul Fromm, a candidate for Mayor of Mississauga said today.

"These measures are a sad joke. Yes, they may give the authorities a bit more time to inquire into the criminal background of the illegals," said Fromm. "However, as the National Post  (September 21, 2010) notes today: "A two-week waiting list. That’s it. That is their grand plan. It would be pathetic, if it weren’t so predictable. ... For people who have been waiting months or years for a chance to jump the queue into Canada, an extra two weeks in detention — with the best medical and dental teams your tax dollars can buy — is a drop in the bucket."

"Minister Kenney's measures are like waving a feather to stop a rampaging elephant," says Fromm a radio broadcaster and immigration expert.

"This is a serious issue for Mississauga," Fromm insists. As of April, 2010, there were 19,300 on Ontario Public Works (welfare).  Illegals making ‘refugee’ claims in Ontario are not allowed to work during the two to five years these claims typically take. Appeals can extend the process.  "The vast majority of these illegals are  in the GTA, including many in Mississauga. 'These people are a serious burden on welfare, as well as imposing costs on schools, ESL programmes and subsidized housing," says Fromm.

"The vast majority of the Tamil illegals will head to Ontario," says Fromm. "That's why it's crucial to deter human smugglers and the several ships of Tamils preparing to head for Canada, having noted the weakness and disorganization of our response," he says.

"What is needed is to stop these people smugglers outside Canadian waters and turn them away. Furthermore, the government should use the 'notwithstanding' clause to overcome the ludicrous Singh Decision of 1985. The only way for people to enter Canada as immigrants or refugees is to apply and be vetted abroad," Fromm argues.

Paul Fromm, as Director of the Canada First Immigration Reform Committee, led a protest in Victoria the day after the illegals arrived in August, as well as protests in Calgary, London, Hamilton and Ottawa to gather signatures on letters urging Prime Minister Harper to regain control of Canadian borders and deport the illegals, willing participants in people smuggling operations.

“Immigration impacts almost every major problem in Mississauga – overcrowded roads, dwindling farm land, the environment, welfare costs. If I’m elected, I’ll camp out on the Minister of Immigration’s front lawn and demand action,” said Fromm.

Tamil Illegals Bankrupting BC Legal Aid

Tamil Illegals Bankrupting BC Legal Aid

It's just cost, cost, cost. There is a crying unfairness. Illegals, making use of Tamil Tiger people smugglers, sneak into Canada. For their lawlessness, they are rewarded by the opportunity, at taxpayers' expense,. to begin the prolonged "refugee" claim process (and appeals.) Meanwhile, the unconsulted Canadian taxpayer is stuck with the bill.  Unmentioned in the following CBC report is yet another drain on the Canadian taxpayer -- translation copsts fopr the proceedings.

CBC reported (September 16, 2010): "

The organization that provides legal aid in B.C. says it's running out of money in its efforts to represent the Tamil migrants who arrived in August. 'The society's immigration funding is limited,'  Legal Services Society manager Rod Holloway said in a letter Thursday to lawyers who have been representing the migrants. 'The arrival of … Tamils who are currently detained has placed us in a position where funding their detention reviews … will, very shortly, exhaust our current resources allocated to immigration matters.' The organization that provides legal aid in B.C. says it's running out of money in its efforts to represent the Tamil migrants who arrived in August. 'The society's immigration funding is limited,' Legal Services Society manager Rod Holloway said in a letter Thursday to lawyers who have been representing the migrants."

Then, there's the cost of keeping and detaining the illegals: " The CBSA also is bearing extraordinary expenses by keeping the migrants in detention. The Immigration Review Board said the CBSA is being charged more than $88,000 a day — about $200 per migrant — for a total of more than $3 million for their 34 days of incarceration so far."

Tamil migrant lawyers face money crunch

The organization that provides legal aid in B.C. says it's running out of money in its efforts to represent the Tamil migrants who arrived in August.

"The society's immigration funding is limited," Legal Services Society manager Rod Holloway said in a letter Thursday to lawyers who have been representing the migrants.

"The arrival of … Tamils who are currently detained has placed us in a position where funding their detention reviews … will, very shortly, exhaust our current resources allocated to immigration matters."

Most of the 492 migrants who arrived on Vancouver Island on Aug. 13 aboard the MV Sun Sea remain in detention in the Vancouver area.

All of the migrants have applied for refugee status, claiming their lives are in danger or that they suffer extreme discrimination as an ethnic minority in their native Sri Lanka.

The funding crunch could leave the migrants without legal representation at detention hearings.

"The Legal Services Society will be considering this issue and may be required to restrict services … to ensure the society remains within budget," Holloway said in the letter.

Identities at issue

The primary issue in the hearings is the difficulty in establishing each migrant's identity to the satisfaction of the Canada Border Services Agency.

The CBSA is concerned that some migrants could be members of the Tamil Tigers, an organization banned in Canada as being terrorist.

The CBSA also is bearing extraordinary expenses by keeping the migrants in detention.

The Immigration Review Board said the CBSA is being charged more than $88,000 a day — about $200 per migrant — for a total of more than $3 million for their 34 days of incarceration so far.

Four of the migrants — a mother and her three children — have been given conditional release.

Four other women and five children were about to be released when the federal government filed to block their release.

Refugees And Welfare: Hamilton

Refugees And Welfare: Hamilton

According to a new report, Hamilton took in twice as many refugees as other cities between 2003 and 2008. Get beyond the gee whiz rhetoric and it turns out that doing missionary work in your own back yard is a dog's breakfast, and a costly one. It appears that our government shovels our money at settlement agencies without pestering them for anything like even rudimentary audits of outcomes: "The Demographic Profile of Immigrants in Hamilton report was designed to serve as a background paper for the development of an immigration strategy. It also shows little is known about the status of refugees who have arrived here over the past five to 10 years. Tim Rees, programme manager for the Hamilton Immigration Partnership Council, said while the city is proud of its humanitarian reputation, there needs to be more follow-up on refugees who come here. 'Nobody at the federal, provincial or municipal level is documenting, quantifying or costing the particular settlement experiences of refugees,' said Rees.

'We need to know far more about how successful different categories of newcomers, including refugees, are in finding employment, feeling a sense of belonging and staying in Hamilton, and how they are able to contribute to the city's social, cultural and economic well being.' Approximately 1,440 refugees arrive annually in Hamilton. Of those, around 440 are government-assisted refugees while 1,000 are refugee claimants; [that is, spontaneous chancers who roll in and ride the refugee train.] Morteza Jafarpour, executive director of SISO [Settlement and Integration Services Organization], said refugees present a certain challenge when it comes to settlement and can need help with the most basic skills, such as turning on a stove and running a shower. [Wonderful!] ... SISO frequently receives special requests from Citizenship and Immigration Canada asking if it will take families that have special needs, said Jafapour, adding they have accepted many families who have been turned down by other cities because their needs are too costly. ...

Government-assisted refugees (GARs) can receive financial support under the federal government's Resettlement Assistance Programme for one year. The support is meant to meet basic food and shelter needs while they learn English and look for employment. Melanie Carkner, spokesperson for Citizenship and Immigration Canada, said there is no formal monitoring or tracking of refugees. 'Although we encourage these refugees to remain in Hamilton in order to benefit from the services planned for them, they are free to move,' said Carkner. Refugee claimants differ from GARs in that they bypass the government system and come to Canada directly. They must plead their case at a hearing in Toronto. That can take two to five years, depending on the complexity of the case.

In that time, they are not allowed to work but can apply for Ontario Works [the current term for not working, aka collecting welfare. Sweet deal. You turn up and, for the next five years or so, you collect welfare. If you can't concoct a humanitarian exemption like an anchor baby or a marriage of convenience in five years, you're just not trying]. As of April 2010, there were approximately 19,300 refugee claimant cases in the province on Ontario Works [welfare], of which about 700 were in Hamilton. Kerry Lubrick, director of employment and income support for the city, said the city has no sense of how many GARs go on Ontario Works [that is to say, shifting dependency from federal to provincial welfare] after that first year. 'There is a cost but nobody knows it,' said Lubrick. [However, according to Rees] refugees 'find ways not only to survive but to succeed and contribute in disproportionate ways to local prosperity.'" (Hamilton Spectator, July 19, 2010)

Down boy. You've just told us that no one in the industry has a clue whether refugees succeed and contribute, let alone "in disproportionate ways" -- remember?

Fromm's "Fight gridlock: Freeze immigration." Message Now on Mississauga Buses

Fromm’s “Fight gridlock: Freeze immigration.” Message Now on Mississauga Buses

PORT CREDIT, September 30.  Paul Fromm, candidate for Mayor of Mississauga, renewed his call for a five year halt to all immigration to help deal with the growing problem of traffic gridlock.

And, he’s broadcasting his message on a number of signs on Mississauga Transit buses. His sign reads: “FROMM, Mayor, Mississauga: ‘Fight gridlock: Freeze immigration.’”

“Mississauga is part of the GTA mess created by irresponsible politicians at the federal level who stuffed this area with more than 2.5-million immigrants in the past 20 years,” he charges. “However, they never built the infrastructure of roads to move these people. Result: growing traffic gridlock,” he says. “We have much the same network of roads we had 20 years ago.”

Fromm cites the fact that traffic gridlock and transportation were the most important issues for the City of Mississauga, according to a survey of local residents in 2006.

Mississauga’s gridlock woes are tied to those of the GTA and Toronto, Mr. Fromnm notes. “This past spring,” he explains, “the Toronto Board of Trade commissioned a survey found that, of 19 cities, Toronto’s commuting time is the longest – an average 80 minutes round trip  – longer even than legendary gridlocked US cities like Los Angeles (66).”

“The key factor here,” says Fromm, “is massive population increase through immigration. Peel Region is targeted to receive 300,000 more newcomers in the next six years.”

“We need a five year moratorium on immigration intake. No reflection on the present immigrant population, but we need a breather,” Fromm adds.

The half hour segment featured Mr. Fromm's critique of Canada's failed immigration polices. "We're full," Mr. Fromm said. "To deal with traffic gridlock, damage to the environment and welfare costs, we need a moratorium on immigration intake. No other candidate wants to deal with this issue. With just can't keep stuffing people into Mississauga. We've more than doubled our population,  to 668, 549.  in the 30 years I've lived here. The federal government sets immigration polices, but a few cities like Mississauga are stuck with the costs and burdens.."

Paul Fromm to Run for Mayor of Mississauga

September 8, 2010

PORT CREDIT. Nightly radio broadcaster and immigration expert Paul Fromm filed nomination papers for Mayor of Mississauga this afternoon.

“Immigration is the issue,” Fromm declared. “It’s the two ton elephant in the room that the municipal politicians don’t want to discuss. They just want to babble about the supposed benefits of ‘diversity.’”

“Immigration impacts almost every major problem in Mississauga – overcrowded roads, dwindling farm land, the environment, welfare costs. If I’m elected, I’ll camp out on the Minister of Immigration’s front lawn and demand action,” said Fromm.

Ontario projections have Peel Region growing from 1.258-million in 2008 to 1.543-million in 2016. “Will the roads be any less congested? Will welfare costs be lower? Will the environment be safer with nearly another 300,000 in Peel? “asks Fromm. “Not likely.”

“Mississauga is full,” Fromm declares. “It’s more than doubled in size since I moved here in 1980,” says the Port Credit resident, who is in demand as a lecturer on immigration in Canada, the U.S., and Australia..

“According to Statistics Canada, the unemployment rate in July was 8.5% in Ontario. We don’t have enough jobs for our own people. We need a five year moratorium on immigration intake. No reflection on the present immigrant population, but we need a breather,” Fromm adds.

According to the Mississauga Planning and Building Department, Mississauga is the city with the third largest immigrant population in Canada. “From 2001 to 2006, immigrant population growth exceeded total population growth in Mississauga.

Paul Fromm is a graduate of the University of Toronto, holding  B.A., B.Ed., and M.A. degrees. He pursued postgraduate  studies at the University of Waterloo and Webster College in Missouri in linguistics and education.. He is a retired English instructor and also is a director of the Council of Conservative Citizens. In the past year, he has lectured on immigration reform to audiences in 28 cities in seven Canadian provinces and 10 U.S. states.

Former Teacher Running For Mayor

Former Teacher Running For Mayor
by John Stewart

The former Peel District School Board teacher who was fired for refusing to curtail his political activities outside the classroom is the 14th candidate seeking to become mayor of Mississauga in the Oct. 25 municipal election.

Paul Fromm registered to run yesterday afternoon, less than an hour after incumbent Hazel McCallion officially announced she would be seeking her 12th term in office.

“Immigration is the issue,” Fromm said in a press release announcing his candidacy. “It’s the two-ton elephant in the room that the municipal politicians don’t want to discuss. They just want to babble about the supposed benefits of ‘diversity.’”

Fromm was fired from his job teaching English at Applewood Heights Secondary School in 1997 after he ignored warnings from administrators not to continue associating with known racists and white supremacists. The B'Nai Brith and other organizations had complained about his conduct at a series of right-wing political rallies.

The board removed Fromm from the classroom after 19 years on the job and asked him to teach adult students. He was warned not to continue his political activities, then was fired when he attended a memorial service for renowned American white supremacist Revilo Oliver.

A lengthy arbitration process followed and Fromm's firing was eventually upheld. Fromm's teaching licence was revoked by the Ontario College of Teachers in November 2007. Fromm lost his appeal to have the Supreme Court review his case last year.

Now a radio broadcaster and a director of the Council of Conservative Citizens, Fromm intends to make immigration the central plank of his platform.

“Immigration impacts almost every major problem in Mississauga — overcrowded roads, dwindling farm land, the environment, welfare costs. If I’m elected, I’ll camp out on the Minister of Immigration’s front lawn and demand action,” said Fromm in his statement.

Fromm expressed concern that Peel's population is slated to grow from 1.258 million people in 2008 to 1.543 million by 2016.

“Will the roads be any less congested? Will welfare costs be lower? Will the environment be safer with nearly another 300,000 in Peel?”  Fromm said. “Not likely.

“Mississauga is full,” Fromm said.

“It’s more than doubled in size since I moved here in 1980,” said the Port Credit resident, who speaks regularly on immigration in Canada, the United States and Australia.(The Mississauga News, September 9, 2010)

The Illegals' Drama Continues: "Break In" at Toronto Tamil HQ

The Illegals' Drama Continues: "Break In" at Toronto Tamil HQ

Canadians have been asked to suspend critical brain function throughout the MV Sun Sea ordeal.  Before it arrived with its cargo of 517 illegals, August 13:

We knew it was piloted by a Tamil Tiger sea captain and likely a Tiger operation,
We knew the UN High Commission for Refugees had designated Tamils "no longer in need of protection,"
We knew Tamil refugees already enjoying Canada's protection habitually holidayed in Sri Lanka,
We knew Tamil refugees living in India and elsewhere were voluntarily resettling in Sri Lanka,
We knew the Sun Sea passengers "fled" from the safety of Thailand, not Sri Lanka,
We knew that the passengers were permitted to "consult" with an ethnic advocacy group here while still devising the strategies they will present to the Immigration and Refugee Board.  Wouldn't competent officials have been uneasy with such an arrangement?

None of this is sitting well with people fed to the teeth with being taken for long, expensive rides by self-professed "refugees."  Just 16 days after arrival, taxpayers had already invested $45,000 in each Sun Sea passenger.

So this smuggling ship hasn't exactly followed the usual pattern of an effortless hoodwinking of the paying public.  Nearly half of Canadians polled want the passengers deported regardless of the outcome of their refugee claims; 78% of readers of the extremely wet Toronto Star wanted the ship turned back before arrival.

We are now additionally expected to believe that (quelle horreur!) "someone" has broken into the offices of said ethnic advocacy group, the Canadian Tamil Congress,  and, despite the fuss, flap and noise of kicking in a door, chose not to scoop up armfuls of computers and leave with their booty, but took their time to systematically browse through various programmes in various computers to find the one computer (the receptionist's!) holding the names of the passengers as well as the names of family members back in Sri Lanka.

Call us skeptics, but several benefits spring to the mind:

-- Suppose CSIS or the RCMP were preparing warrants for this information?  Convenient for it to disappear in the most public way imaginable if there was official suspicion that the ethnic advocacy group was complicit in/behind any part of the operation.
-- Suppose those names are critical to shake down efforts to recover the agreed upon cost of passage?  Does Ottawa get the connection between smuggled human flesh and indentured servitude at all?  If it did, it would not permit entry of smuggling ships.
-- If there was a sense that there are widespread doubts about the veracity of these claims and depending who now gets blamed, the Sun Sea passengers may at last appear to genuinely be "people in need of protection."  (Along with their extended families "back home." One comes is as a "refugee" and we soon get the whole village!)
-- Oh, and get this, the Globe and Mail (September 12, 2010 reports: "Officials also said they discovered destroyed and unclaimed identity documents on the MV Sun Sea, evidence, they say, the refugee claimants might be trying to conceal their identities." No, like the illegals might be, uh, fibbing to us? Whoa, so there is a possibility that the names on the CTC computer are not even the same names the illegals  are submitting to dopey Canadian officials!

According to Tamil Congress mouthpiece, the break in is either a hate crime or a Sri Lankan government black op.

Seriously.

Does this country really need more ethnic-partisan paranoids?

Toronto Star, September 12, 2010

The Canadian Tamil Congress fears the names of hundreds of Tamil asylum-seekers who boarded the MV Sun Sea and their families back home have been stolen in what they allege is either a hate crime or an act of international espionage.

“We were targeted. We fully well know we were targeted because we were involved in this Sun Sea issue,” said David Poopalapillai, national spokesperson for the Tamil congress.

Toronto police are investigating the break-in, believed to have occurred late Saturday or in the early hours of Sunday, at the congress headquarters on Progress Ave. in Scarborough.

Poopalapillai said some rooms in the office were ransacked and computers and telephones were left on the floor. The computer at the main reception desk was the only thing taken, he said.

“Either it’s a hate crime or we have a strong feeling Sri Lankan intelligence may have a hand behind this,” he told the Star.

Poopalapillai added that the congress has received hate mail about the Sun Sea issue from those who believe the organization is “helping illegals.” He also said that some migrants aboard the boat had agreed to come forward and give information about war crimes allegedly committed by the Sri Lankan government during the country’s bitter 26-year civil war, which ended last year.

“If the Sri Lankan government has that information they can then go and intimidate the family members (still in Sri Lanka) to stop them from speaking out,” he said.

Poopalapillai said the identities of the 492 Sri Lankan asylum seekers who arrived in British Columbia last month may be on the stolen computer. As well, it may contain contact information for the migrants’ families still living in the fragile South Asian nation.

The names of the migrants who boarded the MV Sun Sea are subject to a publication ban ordered by Canada’s Immigration and Refugee board. The ban was ordered, in part, to protect their families in Sri Lanka from reprisal.

The congress has been collecting names and contacts because the organization has been trying to connect the asylum-seekers with family back home. Poopalapillai said he believes the break-in occurred sometime after 6:30 p.m. Saturday and 9:30 a.m. Sunday.

Police said there were signs of forced entry at the congress headquarters. The office does not have an alarm system.

According to Poopalapillai, Toronto police are taking the investigation “very seriously.” The congress will not know exactly what, if any, sensitive information was stolen until Monday.

“Our job now is to find these families and call them and let them know,” said Poopalapillai.

Canadian authorities boarded the MV Sun Sea on Aug. 13. One month on, nearly all adults are still being held in detention centres until their identities can be confirmed.

Public Safety minister Vic Toews fanned fears that Tamil Tiger “human smugglers and terrorists” were amongst those in the group. The Tamil Tigers are a banned terrorist organization in Canada. Ottawa has promised new legislation to deal with human smuggling.

A spokesperson from Toews’ office said they had no comment Sunday.
Canada’s Sri Lanka High Commission could not be reached for comment.

The Canadian Tamil Congress is a non-profit organization serving the voices of Tamil Canadians. Headquartered in Toronto, it has 11 chapters across the country.
